I think that most features are mastered with a low Dialnorm to allow room for effects. I would suspect that the special features are mastered the old way, peaks...to...100%.

There are some interesting and useful guides at the Dolby Web site on Dialnorm and film level setting. This could end up as a long discussion which I don't have time for at the moment, but anyone else feel free <smile>.
