At ALA Midwinter, I attended the OCLC seminar "All the News That's Fit to Scan:
Increasing Access to Historic Newspapers".  Olive Software representative Alon
Men demonstrated his company's software which scans whole pages of newspapers so
they can be browsed.  The software also has great search capabilities.  See
http://www.olivesoftware.com.

I'll be glad to send a copy of the handout, which is Men's Powerpoint
presentation.
