If you can take the racks outside for washing down, a cleaner such as
"Simple Green" is robust enough to dissolve any old grime.  Flush with
plenty of water and let dry on a warm sunny day, or place in a Boiler
room
in colder climates to dry out the moisture.

For the wood and metal, I would pre-dry with old Towels such as Terry
cloth,
then make sure they have plenty of time to air dry completely before
reintroduction to the archive.  The portable humidity meters from Radio
Shack and other Air Conditioning suppliers are useful when set into the
shelving unit, they will sense any ambient moisture as an increase in
humidity over the free air reading in a dry archive.
