paper microfilm fasteners

For preservation microfilm, it is common practice to use acid-free paper
bands to keep reels tightly wound. However micropublishers are more
likely to ship film with rubber bands. I am interested in hearing how
other libraries deal with this problem. Do you routinely replace rubber
bands with paper when new film is received? Has anyone systematically
removed rubber bands from an entire microform collection in a research
library?
Thanks,
Andy.
