I'm not sure that a hard disk sitting on a shelf will be any more
reliable than the gold CD-ROMs.  There are a whole lot of electronics
and moving parts to go bad in a disk drive, and in many respects
they are more susceptible to environmental problems (everything
from flooding to being dropped) than CDs.  I'd suggest a linear
tape format like DLT or LTO.
