Steve got back to me--the short of his quesiton is the following:

"I was just trying to confirm that all (most) DATs are nominally recorded at 16 bit."

2) Steve and I had a discussion about this at the American Folklore Society meeting this year. To my memory, what Steve wants to know is if one is digitally transferring the contents of DATs that were originally recorded at 16/48, is there any extra value in creating a 24 bit master file from the original 16 bit source.
