As a non-expert, could he (or whomever) not acquire a vintage turntable with a platter and arm spacing configured for 16" discs
The problem with many (not all) vintage turntables is that they had very high rumble. Especially vertical rumble (which is less important with lateral cut mono recordings if you sum both channels of the stereo pickup accurately) is found on these.
