More specifically, the National Television System Committee, formed by the FCC in 1940 to develop a set of broadcast television standards. The recommendations in their final report issued March 8, 1941 included the 4:3 image ratio, resolution of 525 lines, scan rate of 30 frames per second, AM modulation for transmitted images and sync signals, and FM for sound.

A new NTSC (this one called the National Television Standards Committee)
was established in 1952 to create an "industry color system". The method
and standards they accepted were based on the color TV system developed by RCA.
