So far, it’s not clear that the
quilter was actually using a DYED fabric. If it’s not fast, it could be a
stain with ink or pigments. Otherwise, the nicest thing to say is that the
dyeing was incompetently done: the dyer may have used dye at the wrong
time/temperature/auxiliaries. Spraying on starch will not solve this problem. And
if it’s not fast to water, it may not be fast to light, crocking, etc. (Pigment
printing is light fast but not meant for washing or for use where handling/rubbing
