For information regarding the chemical class of a surfactant, its concentration (in the container), its HLB, McCutcheon's Emulsifiers and Detergents is a standard reference work. The address of the manufacturer of each surfactant is listed, with name, address, telephone & fax so you can contact the manufacturer for additional information, like critical micelle concentration and, for nonionics, cloud point. McCutcheon's comes out annually, I think, in 2 volumes--International edition and North American edition.
