A paper tape or 2 ply rag will not act as a barrier only a buffer.

One possible thing might be frame sealing tape from Linco. It is a
foil and paper tape with an acrylic adheasive. Acrylic adheasives
increase in strengh as they age, and the foil in the tape will act as
a barrier. The drawback is the you will have a fine silver line show
from the tape.

Also, Hugh Phibbs of the National Gallery has an article published in
Picture Framing Magazine about making spacers for edge to edge framing
of art work from layers of rag mat that reduces the contact with the
artwork.
