Another way to think about this is to look at an audio recording
program, called Gold from FTR www.ftr.com. It is a program
specifically for logging and transcription of audio for court
recording. It would work a treat for what you want. It automatically
records time and date of a recording, allowing you to find via time
to the second for playback. It also breaks up the audio into 5
minute chunks, which could be p[layed back on any Windows audio
program. However, there is a playback program which allows use of a
modified footpedal, and it also has archiving to CD (compressed .wav
files), providing about 18 hours of stereo or 9 hours of quad audio
on a CD.

It is ideal for conferencing recording. There are also custom CD's
available, with the player program embedded, to allow others who do
not have the program to read the concatenated audio files.

  I'm looking for a CD program that will allow me
  to lay a template over or otherwise automate placing an index points
  every 5 minutes over a continual program, regardless of content.  This is
  for meetings, conferences, etc.  If I can do so while still in
  the recording/editing program, so much the better.  Any
  suggestions?
