Though listening would help in determining potential worth (both historic and monetary), you're probably correct that, since it appears to be an instantaneous recording, it is one of a kind or at least very rare.  Rare doesn't necessarily mean valuable, however. These sorts of programs were very common during the war, and were produced for both local and national audiences.  It most likely was done under the auspices of the Army or the Office of War Information.  

This disc is labeled #2, which could refer to program two of a series, or to side two or part two of one program.  Is it recorded on both sides?  Is it a large-format disc (16")? Does it appear to be in its original sleeve, and is there additional info written on that sleeve?  You've already mentioned that it's in relatively good condition.  All these points have bearing on appraisal.  My first reaction however, is that the price is on the high side, but as someone else mentioned, it could be priceless to the right buyer - the children of Lt. Buford for example...
