Yes, it seems that I read that after about 1940 or '41, and until they adopted High Fidelity Magnetic Tape recording techniques in the late '40s, that Columbia recorded all their material onto 16" acetates at 33 1/3 RPM, and then dubbed the takes that they decided to release to the public onto lacquers at 78 RPM.

Specifically, beginning in late 1939. The sixteen-inchers were initially recorded simultaneously as safeties, and the first recordings of Rodzinski and Mitropoulos are direct cut to 78 with the sixteen-inchers being used for later dubs and the LP issues, and then from early 1940 on, everything is dubbed from the sixteen-inchers. Decca bought World Broadcasting in '42 to get at their transcription facilities, Capitol used a variety of studios, and most US labels had their masters dubbed from 33RPM lacquers by the time the AFM ban ended.
