There are a bunch of recordings of Richard Strauss of his,listed in German language discographies,mostly from the 20s and 30s,but this is about all I could find on him.
   
  I don't know much more than what you mention. He was active in Germany in the 1930s. He was also a teacher in Japan during the 40s with more than one Japanese composer crediting him as having been his teacher. One article, using the google translator, and assuming I am reading the translation correctly, suggests that Fellmer had studied with Franz Schmidt and Paul Hindemith. The relatively well known (I have recordings of about a dozen of his pieces) Japanese Composer Akutagawa studied with Fellmer.
   
  Fellmer is not mentioned in the edition of MGG which I have handy, nor is he in Baker's. There is an obituary (Neue Zeistchrift fur Musik, 1977, vol.3 no.3, p.268) listed in Music Index. As far as I can tell there is no citation in the New York Times Index.
