Samplitude does resampling rather quickly - about 20x real time or so, depending on what you're doing. It can do some of it in "virtual mode" which doesn't take any time at all. And this resampling is quite good quality. This on a 3 GHz Hyperthreaded Pentium 4 with 1 GB of RAM, a dedicated SATA (not II) data drive, XP Home.
