It's hard to tell precisely what the issues are without seeing the tape.
I did have one client that decided not to spring for the cost and
risk of a cleaning/restoration of an extremely fragile C120 that had
been, apparently, soaked in coffee or other noxious substance. The
layers were glued together.
With that said, there are known issues with some combination of
sticky shed syndrome and loss of lubricant. I'm starting to see both
in some Sony tapes and I'm slowly working towards the right approach.
After reshelling it, did it fast wind? What happened when you put it
in play: exactly. What player? I'm assuming (as Steve just asked as I
was typing this) that the tape isn't disconnected some place.
How did you reshell it? Drop the hubs/spools into a new shell? That
sometimes doesn't work due to molding tolerances of the shell/hubs.
What else did you try?

The Nakamichi Dragons that I use don't rely on the cassette's
pressure pad but rather generate their own tension via dual capstans.
In fact, the play head assembly pushes the pressure pad away.
