Federal copyright law protects sound recordings made after Feb 15, 1972. State laws may protect sound recordings made before that date. 1924 is a meaningless year in terms of copyright on sound recordings if the composition is PD.

The predominant opinion is that American copyright protects all sound recordings fixed before 1924 - though I'm not sure of those from 1923.
