Most of the readily available shareware I've seen adjusts pitch, but not
playback time. (More suitable to DJs trying to keep a beat than to 78s
research.)

Far from shareware, Adobe Audition allows both fixed and sliding adjustment of pitch and duration. Note that any substantial change of one without the corresponding change in the other becomes detectable by about 10% (roughly, two semitones).
