Hi Joel,

CoolEdit 2000 and Pro did it if you have a friend that is still using
them, and of course, the Adobe version of them, Audition, can do it.
I've used the feature to resample .wav files made from 1/4 inch tapes
that were played back on an ATR that was playing off speed (fast, a 1/2
step musically sharp).  I was able to slow them to the right speed and
pitch and the length of the material increased,  proportionately.
