Hey, I hit the jackpot. The Library of Congress, which had a radio interview
of Jeannette Rankin from 1938 said the interview had been donated by her
home state senators and therefore needed no rights approval to record.
That's an amazing development given the strict adherence to rights by the
LOC.

All they want is a dubbing charge (and a 4-6 week lead time). Astounding, an
early birthday present!
