That would be to go at the pivot end of the arm to damp out the low
frequency resonances excited by warps and ripples. My SME has one as
part of the original design.

The silicon rubber (just a very thin track along the underside of the
arm) is to damp out high frequency resonances in the arm tube - the kind
of noise you would get if you hung the tube alone from a thread and hit
it. Pinggg.

It's not a big effect but everything helps. Resonances are particularly
excited by clicks from the disk.
