The Victor archives, at least the recording session sheets were in NYC at RCA Victor offices. Several years ago when I was researching for the Fred Waring Discography (who recorded for Victor 1923-1934) that was where they were.  Now that RCA Victor has been bought by BMG I'm not sure.  My contact there has long retired so I can't help you there.
Suggest you contact BMG in NY.

I'm interested in obtaining some correspondence between an individual who was managing a Victor recording artist in 1928 and the Victor Co. If I could supply the correspondent's name and a fairly specific date range, does anyone know if the Victor archives are accessible enough to allow a staff person there to locate the correspondence? I guess I'm wondering if it would be worthwhile to try to get this stuff or if it's unlikely that the material would be easily found. I can't go in person, so was hoping to write the archives giving the info and see if they could copy correspondence for me for a fee.
 
Also, I'd appreciate an address if anyone has it as I'm not sure even where the Victor Co. files from 1928 are located these days. The artist recorded in New York City in February, 1928.
