ASTM's Institute for Standards Research (ISR) is planning a research project to study the effects of aging on printing and writing papers. The first step was taken December 7, when 35 representatives of pulp and paper mills and of organizations with an interest in paper permanence met in Philadelphia at ASTM headquarters to discuss the project and initiate fund-raising. About $75,000 will be needed for a three-day workshop in mid-1994 to plan the research. It will bring together all concerned parties to agree on what research needs to be conducted to create performance-based permanence standards for paper documents. Current standards for paper permanence are based on the composition of the papers.
The workshop will be planned by the same organizations that are funding it, who will make up the Workshop Advisory Committee. Pledges have been received to date from Fibreco Pulp Inc., Lyons Falls Pulp and Paper, West Fraser Mills Ltd., DuPont Canada, Millar Western Pulp, Slave Lake Pulp Co., and the Forest Products Lab. All of the companies on this list but DuPont Canada and possibly West Fraser Mills (which is not on the attendance list or in Lockwood-Post's Directory) make CTMP pulp. The Workshop Advisory Committee will meet again January 24 at ASTM headquarters.
Fraser Paper Ltd., which is owned by Fraser Paper Inc., a Canadian company, has one paper mill, in the northernmost tip of Maine. It has eight machines, of which four make fine paper: book paper, forms bond and carbon paper. Their two book paper machines were converted to alkaline papermaking during the week of May 16. The other two will probably stay acid.
Penntech. Faxe Kalk, Inc., of Atlanta, has contracted to build and operate a plant to manufacture precipitated calcium carbonate at the Penntech mill in Johnsonburg, Pennsylvania. (Penntech, which is a division of Willamette Industries, has been 100% alkaline for three years.) The plant should be in operation by March 1994.
Repap Wisconsin. A new Minerals Technologies Inc. PCC plant has been started up next to the coating operation of the Repap Wisconsin mill in Kimberly, Wisconsin.

Ricoh Corp. has a prototype anti-forgery device that identifies color photocopies of money, prescriptions, tickets, stamps, and so on, made on any dry toner copier. It involves putting the document on a special heated surface and covering it with a special holder which will detect any melting toner and attach a warning seal. Georgia-Pacific's mill in Ashdown, Arkansas, is the largest uncoated freesheet mill complex in North America. The Ashdown mill does not make alkaline paper, but G-P has two other mills (in Nekoosa and Port Edwards, Wisconsin) that do, and is having a calcium carbonate plant built for its mill in Port Hudson, Louisiana, so it is not inconceivable that one day the Ashdown mill will make alkaline paper.
Xerox Corporation has several mills that supply it with paper to be sold under the Xerox label, and each year it gives an award for excellence to the mills that have done the best job. It covers manufacturing, business management and distribution, but the biggest factor is customer satisfaction. The Ashdown mill was one of two mills to receive the Xerox award this year.
Hercules Incorporated, the company that developed the first alkaline size in the early 1950s (AKD, or alkyl ketene dimer), is a large and diverse international chemical company. It develops specialty chemicals and provides customer service for the paper industry through its Paper Technology Group, which has achieved registration under ISO 9001, the most complete and demanding of ISO's quality standards.
Association Sauver les Documents en Peril (Association to Save Endangered Documents) is a group of private citizens that had 600 members in 1991 and may have more now. It does everything it can to encourage the use of permanent paper, including showing the film "Slow Fires," with French voice-overs, publishing a newsletter and distributing brochures. Millar Western Pulp Ltd., in the geographical center of Saskatchewan, claims to be the world's first successful zero-liquid-effluent bleached pulp mill. NLK Consultants, Inc., based in Vancouver, worked with them on this, and won an Award of Excellence for their efforts from the Canadian Consulting Engineer magazine and the Association of Consulting Engineers of Canada. [But see the Literature column for examples of other mills of this type.]
The Summer issue of On Paper, published by the Paper Technology Group of Hercules, Inc., announces the formation of an Alkaline Paper Performance task teem to learn the alkaline paper //paper concerns of converters no and in the next century. What the team finds out will affect the way Hercules makes alkaline sizes in the immediate future and for years to come. Papermakers are expected to benefit too. Papers involved in this investigation include forms bond, printing and writing paper, envelopes, abrasive papers, Bible and book stock, art papers, glassine, labels, and release paper.
Chinese papermakers who recently toured Betz PaperChem labs as part of a four=week tour were interested in ways to improve the strength of paper, in recycling technologies, protecting the environment, and alkaline conversion, according to a brief notice in Pulp & Paper Canada 94:9, 1993.
In May, 1991, this Newsletter reported that Georgia-Pacific and International Paper were being sued for dumping dioxin into the Leaf River in Mississippi. The August 1993 PIMA Magazine reports that a jury in Gulfport had ruled in favor of Leaf River Forest Products, Inc., a subsidiary of G-P that had been sued by two couples, which had asked for a total of &7 million in damages. The ruling was that the pulp mill did not damage their property, which lies 66 miles downstream from the mill.
The company has spent more than $100 million on equipment to help eliminate dioxin formation during pulp bleaching At nine out of ten G-P mills, dioxin is undetectable, and process changes are underway at the tenth mill.
