Evaluation of Candidates: The Library of Congress evaluates applicants
through an applicant questionnaire and a structured interview.
Applicants may also be screened for some jobs through licensing,

and abilities (KSAs) that are marked with a double asterisk (**) in the

The salary range indicated reflects the locality pay adjustments for
the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

DUTIES:

Provides administrative support for procurement and contracting
functions within an organization.

Performs operational program budget execution duties. Assures that
obligations incurred and resulting expenditures of funds are in
accordance with pertinent laws and regulations. Analyzes and evaluates
the effects of program plans and budget issues. Continually monitors
expenditures in relation to planned levels. Prepares reports of
analysis, making recommendations for remedial action. Compiles and
coordinates the presentation materials for assigned area of the budget.

Searches a wide variety of sources (catalogs, on-line sites, etc.) to
solicit vendor quotes for goods and services within the government
purchase card threshold; analyzes vendor quotes to determine the 'best
value' to the government; prepares purchase card orders; and makes
recommendations to managers for approval of the purchases.

Identifies and executes reprogramming actions. Reviews progress of all
obligations and maintains sufficient familiarity with operating and
financial programs to make early recommendations for reprogramming
actions. Works closely with operating officials in developing
reprogramming requests.

Monitors outstanding contracts to ensure satisfactory progress, to
ensure compliance with the terms and conditions of the contract, and to
identify problems that threaten contractor performance. Receives
incoming invoices and analyzes them for accuracy, negotiates with
vendors to resolve discrepancies, distributes invoices to the proper
COTR to confirm receipt of goods.

EVALUATION OF TRAINING AND EXP
ERIENCE:

Applicants must have had progressively responsible experience and
training sufficient in scope and quality to furnish them with an
acceptable level of the following knowledge, skills, and abilities to
perform the duties of the position without more than normal
supervision.

Ability to provide assistance, advice, and liaison support to managers,
including budgeting/finance, and contracting and/or procurement.

Knowledge of rules, policies, and regulations regarding contract
administration.**

Ability to analyze, plan and execute work.**

Knowledge of the federal budget process and financial management
practices and procedures.

Ability to communicate effectively other than in writing.

Ability to communicate in writing.

Washington, D.C., the Library is also the home of the U.S. Copyright
Office, the Congressional Research Service, and the Law Library of
Congress and is leading the worldwide effort to preserve digital
material through the National Digital Information Infrastructure and
Preservation Program.

This is a non-supervisory, non-bargaining unit position.
