In the US, the Professional Picture Framers Association, an
international trade association serving the art & framing
industry, places a high emphasis on "Preservation Framing".
The PPFA offers a number of courses dedicated to this topic
and publishes "Guide to Framing Works of Art on Paper" and
"Guide to Framing Works of Art on Canvas". They also have
available a number of resource materials in the PPFA
Bookstore.
