Felt saddle

I am currently working on a World War 1 saddle with a felt saddle
pad.  The felt is approximately 12mm thick and has been severely
insect eaten, giving it a sponge-like appearance.  It is torn and
fragile in places, and likely to tear further if not repaired.  I
would like to hear from anyone with experience in repairing or
consolidating thick felt items.
