The age-old question.  The bubbles go on the outside to reduce
point-stress on the object surface and to avoid circular marks if
moisture gets trapped between the wrap and the object surface.  The
intervention layer will help avoid that problem so it's good to
include it.  Make sure that the wrap is polyethylene and doesn't
contain any PVC, which some of the cheaper wraps do.
