Try Googling "How to use bubble wrap"!  The bubbles should always go
on the inside, so that the wrap conforms more accurately to the
shape of the object, and the pressure at any point is shared by
several bubbles. The bubbles are also less likely to get popped that
way.  As Janet says, it is very important to put a protective layer
between the bubbles and the object--various items I have bought (not
museum objects, fortunately) have had little circular marks on their
surfaces where they have been wrapped in bubble wrap without any
protection, including something made of steel sheet that was covered
with brown circles of rust.
