Nitrate film

I have had a query from a local library who have had a film returned
to them from the Film and TV Archive marked nitrate. They have asked
me for advice on how to dispose of it. So far they have received a
very expensive quote from a waste disposal firm. Neither the Fire
Brigade nor their local waste management site will touch it. Does
anyone have any suggestions?
