Moisture meters

This is a question from an institution that requested posting to the
PADG community. They are wondering if anyone uses a paper moisture
meter (such as an AquaBoy with a proper attachment) to determine
collection condition. A quote from the librarian: "should I be
concerned with a percentage of our surveyed material [having a
moisture reading] over 20%. I am having trouble finding anything in
the literature about these kinds of readings. Do you know of any
sources that would discuss these types of readings and what action,
if any, should be taken to prevent any problems from developing."

In literature I am familiar with, I have only seen this type of
measurement applicable when receiving materials back from a disaster
recovery vendor. Does anyone out there use these tools, and if so,
in what way? (the institution does have stable T and RH within
acceptable limits set for general library collections)
