New museums and artifact migration

Does anyone have any experience with new buildings, or a knowledge
of an established standard for a time-lag between the finish of
construction and the migration of artifacts in terms of allowing
HVAC systems to stabilise? I am working on a timeline and  need to
justify our proposed 3-month long lag between construction
completion and migration. Any thoughts or experiences, good or bad,
would be kindly appreciated.
