I know that when there is no information available for an MSDS because studies haven't been done, companies will sometimes list the worst case scenario on the MSDS just to be on the safe side, rather than put down nothing. MSDSs are also written with standard phrases and terminology. "Do not allow to flow into drainage systems: very toxic to aquatic organisms" is one of those standard phrases, and could just mean "don't flush it down the drain because we don't really know what it does".
