Wool felt

The following is placed on behalf of a collector without access to
the internet.

Is there a preferred conservation quality adhesive for adhering wool
felt or silver cloth to display boards within  exhibition cases.

The collector is looking for something that will adhere relatively
quickly, will not penetrate the materials too deeply and
specifically will not offgas risking harm to the items, mainly
metal objects in direct contact with the material.
