Removing fixative from parchment

There are "scribes" who apply to Torah Scrolls a heavy coat of
fixative (Acrylic lacquer). This makes the scrolls impossible to
handle, changes the color of the parchment and makes the parchment
brittle. Is there any way of removing the fixative from the
parchment?
