Twisted paper support

I am interested in information about an open weave support. The
painting depicts a colonial gentleman. The warp/weft are actually
strands of twisted paper. The painting surface does not push
through the weave. Was wet paper applied to create this surface? I
would appreciate any information on this type of support, especially
where and when it was used.
