Dating paper

This request is made on behalf of a (non professional) person who
does not subscribe to the list.

Does anybody know of any individuals companies or organisations
who/which are able and willing to test a paper document (and its
ink) in order to ascertain its date and thereby confirm (or
otherwise) its authenticity. For example, an item ostensibly written
in the 1940s; is it possible to confirm that it is not a more recent
forgery?
