Washing paper

I would like to know of alternatives to remove red pigment from
blue-lined paper with pencil writing.  The red pigment bled from a
red butcher tape which was stuck to a page, half way through a book.
Tried tap water and distilled water only, thus far.  The blue line
appears only at the top of the pages.
