    I am very sorry to inform you on a recent development in ICN's
    activities.

    Our minister of Education and Culture, Mrs. M. van der Hoeven,
    has decided to stop financing the education of
    conservator/restorers by ICN. Therefore, ICN has to terminate
    this activity within a period of four years. ICN's staff will be
    reduced by 17 percent.

    This week, these plans will be filed for discussion and approval
    in our national parliament.

    As you will understand, I am very disappointed to learn that one
    of our successful core activities could be cancelled on such a
    short notice. ICN is the national institution for education and
    training of the future conservators of our national heritage.
    Since our four-year programme in conservation started, in 1978,
    most of our students came to work in our national libraries,
    archives and museums in the Netherlands and abroad.

    ICN is working on the realisation of a master's programme in
    conservation, together with SRAL, and three Dutch universities.
    Besides, ICN and Rijksmuseum Amsterdam together are designing
    new premises for restoration, research and conservation
    education. We are confident that these activities will not be
    frustrated by the recent developments.
