Painting on fiberboard

Does anyone have thoughts of how to remove stains from low-density
fibreboard painted with poster paints? (Water paints sold in glass
jars and made by grinding pigments with simple water soluble
binders). The paint layer has cracked and in some areas is quite
poorly attached to the board. It is not readily soluble to water and
ethanol. The board is very soft, porous and friable. The stains,
most probably, have been caused by water dripping on the panels
(dribble lines very distinctive). Any help or ideas will be highly
appreciated and acknowledged.
