Cleanliness of storage areas

Would anyone advise me or know any relevant reference materials on
the following issues:

    1.  The effectiveness of the shoe wrappers (to keep repositories
        clean).

    2.  The  feasibility of using water (or other kinds of liquid)
        to clean paper-based repositories.
