The Collections Conservator manages the collections care program, including preventive conservation, contract and in-house book repair, and construction of protective enclosures. The Conservator determines program goals, policies, procedures and techniques related to the physical treatment and physical storage of the Library's collections; analyzes procedures for protection, security, serviceability, and economy and updates or implements techniques which improve quality and/or effectiveness of the operation; serves on Preservation Directorate Selection Matrix Teams to identify and prioritize materials/collections for treatment and prepare cost estimates; analyzes results of use and condition surveys and makes recommendations to the Chief, Binding & Collections Care Division and the Preservation Management Team; works with custodial areas to develop and apply policies for how best to treat materials; shares expertise in collections care with other Library staff, private and federal institutions, the public, and visitors through displays, personal tours, lectures and publications. The Conservator supervises the staff of the Collections Care Section of the Binding & Collections Care Division involved in the daily operation of the repair program and the housing program; works with other supervisors to set priorities; prepares statistical, arrearage and management reports as needed; and monitors and controls the work flow to and from all library units. Ensures that the spirit and practice of EEO/AA is carried out in all personnel matters. The Conservator may also perform conservation treatment of a highly complex or technical nature on valuable or unique materials. Minimum Qualifications: One year of specialized experience at the GS-11 grade level in the Federal Service or at a comparable of difficulty outside the Federal Service which demonstrates a minimum level of proficiency in the following KSA: Knowledge of preservation treatment techniques and technologies as applied to library materials in all formats. KNOWLEDGE OF PRESERVATION TREATMENT TECHNIQUES AND TECHNOLOGIES AS APPLIED TO LIBRARY MATERIALS IN ALL FORMATS--to develop specifications for treating materials; work with custodial staff to develop and apply policies and procedures for how best to treat and develop appropriate protective enclosures for library collections in all formats; direct and evaluate work of technicians performing repair of library materials and construction of protective enclosures; evaluate environmental conditions and impact on a variety of collections; evaluate contractors' work; and perform conservation treatment on valuable or unique materials. 2. ABILITY TO ANALYZE, PLAN AND ORGANIZE RESOURCES TO ACCOMPLISH THE MISSION OF A UNIT--to manage the daily operations and production of a unit involved in the repair and creation of protective enclosure for library materials; work with others in the Preservation Directorate to establish priorities; prepare cost plans and monitor expenditures; and analyze, monitor and coordinate workflow and recommend improvements as necessary; analyze operational data and prepare statistical and narrative management reports; 3. ABILITY TO SUPERVISE A DIVERSE STAFF--to supervise the staff of the Collections Care Section; work with other supervisors to set priorities; evaluate the performance of staff; approve leave and schedules; hear and resolve employee complaints; interview and select staff; provide training and mentoring to staff in support of furthering skills and career enhancement; recommend promotions and/or awards; ensure safe working conditions; and ensure that the spirit and practice of EEO/AA is carried out in all personnel matters. 4. ABILITY TO COMMUNICATE AND INTERACT WITH OTHERS--to assign and coordinate work of the section; work with custodial areas and staff of the Preservation Directorate; share expertise in collections care with other Library staff, representatives of private and federal institutions, the public and visitors through personal tours, lectures and publications. Evaluation Process: Applicants are first assessed against the minimum qualifications requirements for the position. To be minimally qualified, applicants must demonstrate a minimum level of competence in the knowledge, skills, and abilities (KSAs) required to perform the duties of the position, and must have the length of time and level of education and/or experience as specified in the announcement. Applicants who are minimally qualified will be further evaluated to determine the degree to which they possess the KSAs identified as quality ranking factors.
