Dry starch paste

I want to make a "dry" starch paste adhesive for paper conservation.
I remember being told that adding sodium alginate to the paste will
help. Should this be cooked with the paste? What quantity sod.
alginate should I use (I customarily mix one part starch to four
parts water)? Thank you,
