Japanese oiled paper rain clothing

This query regards my query in Conservation DistList Instance:

I am having problems removing museum dirt embedded in an oil
impregnated Japanese paper. The paper was coated with oil in order
for it to function as a waterproof raincape, therefore, the oil
should not be removed. The dirt appears to be bound in the oil and
has not penetrated the paper itself. Solvents are not advised.

I am also looking for an adhesive which would bond with an oiled
surface. Could anyone recommend an adhesive (other than Beva 371)
and have they any knowledge of its application?
