Coating for concrete walls

This question is being forwarded for a person from Georgia who is
not on the Cons DistList.

    A ground level building constructed of cinderblocks  (3 walls;
    remaining wall is the attached house) with cement floor is being
    retrofitted for storage of a collection of art on paper.  Heat
    and air conditioning have not yet been installed.  Is there a
    coating that can/should be applied to the cinderblock and/or
    cement floor to mitigate effects of dampness?  Any suggestions
    about this project will be appreciated.
