Position Location:Conservation Division, Preservation Directorate,
Library Services; James Madison Building.

The Chief plans and directs the activities of the Conservation
Division of the Library of Congress.  Establishes policies and
procedures governing the preservation and physical conservation of
rare books; manuscripts; maps and atlases; prints and photographs;
posters, drawings, and other works of art on paper; and non-book
media such as moving image and audio collections.  Applies an
in-depth knowledge of the full range of library preservation
techniques to complex library decisions affecting the long-term
preservation of those materials of greatest intrinsic value or
historical significance.  Develops and maintains comprehensive
emergency preparedness and disaster recovery plans for all Library
collection materials.  Provides technical advice to other libraries
based on in-depth knowledge of the nature of preservation problems.
Provides for the professional development and advanced conservation
training of Library of Congress conservation staff and conservation
interns working at the Library.

Minimum Qualifications: One year of specialized experience at the
GS-14 level in the Federal Service or at a comparable level of
difficulty outside the Federal Service which demonstrates a minimum
level of proficiency in each of the following knowledges, skills or
abilities (KSAs):

    Skill in supervising others and managing a program.
    Knowledge of preservation and conservation techniques and
    practices.

Quality Ranking Factors (KSAs): Quality ranking factors are
presented in ALL CAPS. The statements following each factor relate
to specific duties of the position.

1. SKILL IN SUPERVISING OTHERS AND MANAGING A PROGRAM--to plan and
direct the activities of the Conservation Division of the Library of
Congress. Provides daily supervision for a large, highly skilled
professional staff of conservators and conservation technicians.

2. ABILITY TO COMMUNICATE AND INTERACT WITH OTHERS--to advise the
Director for Preservation on establishment of preservation policies,
on short and long-range goals and plans for a systematic
preservation program, and on priorities that will meet management
needs and technical requirements. Establishes policies and
procedures governing the preservation and physical conservation of
library materials.  Provides technical advice to the broad
conservation community and contributes professionally to the fields
of preservation and conservation.

3. Knowledge of preservation and conservation techniques and
Practices--to supervise the application of the full range of library
preservation and conservation techniques and practices.  Contributes
to complex library decisions affecting the long-term preservation
and conservation of library materials.

How to Demonstrate Competence on the KSAs:  Applicants must address
each KSA on a separate sheet of plain paper in order to be
considered for this vacancy. Applicants should not simply repeat
entries from their employment application in addressing each KSA,
but should elaborate on any specific experience (as an employee or
volunteer), training, educational courses, and awards that
demonstrate possession of the identified KSAs.  Publications are
available in libraries and book stores to help guide you in
addressing the KSAs.  Each KSA must be addressed individually and
MUST NOT exceed one page each.

Evaluation PROCESS:  Applicants are first assessed against the
minimum qualifications requirements for the position.  To be
minimally qualified, applicants must demonstrate a minimum level of
competence in the knowledge, skill, and abilities (KSAs) required to
perform the duties of the position, and must have the length of time
and level of education and/or experience as specified in the
announcement.  Applicants who are minimally qualified will be
further evaluated to determine the degree to which they possess the
KSAs identified as quality ranking factors.  These KSAs are assigned
values for purposes of rating.  This rating process will determine
who will be referred to the selecting official for further
consideration. Applicant who fail to submit the required information
by the final closing date will not receive further consideration for
this position.

Remarks: The selected applicant may be required to file a financial
disclosure statement with the House of Representatives, U.S.
Congress, in accordance with the provisions of Public Law 95-521,
Ethics in Government Act of 1978.

Appointment/retention is subject to a favorable evaluation of an
appropriate personnel security/suitability investigation.
