In reply to Noel Carmack's question regarding label coverings that won't
peel off:  my library has used the Se-Lin system for many years.  The
labels use a two part system, one part is typed on and the second part
(clear plastic) covers the typing.  When the label is applied with the
right heat temperature, it stays on well and I've seen only an
occasional plastic cover peel off.  In addition, the labels can be
cleaned without damaging the print.
