Storage cases with environmental control

I was asked by a colleague if there are cabinets available that have
their own heating/air conditioning units attached.  The idea would be
that in a building with horrible environmental controls a small
collection of books or other media could be stored in a cabinet that
would provide the environment they need but without the cost of
overhauling the entire HVAC system.

Is such a device available?  Are there companies that could build
something to specifications? Thanks,
