The device Michael McColgin describes appears to be an ozone generator
using UV radiation to produce ozone.  Ozone generators are frequently
used to destroy odors (e.g. after a fire).  Ozone is a strong
photochemical oxidant that will react irreversibly with most organic and
some inorganic materials and should therefore never be used in  museums,
libraries, archives, or other irreplaceable collections.  The subject of
ozone damage to materials has been extensively researched and published
in the past decade.
