Humidity in file cabinets

Does anyone know of a way to reduce humidity in closed file cabinets? We
have a local government who is storing vital records in a fire-resistant
steel file cabinet. When the drawers are opened they smell musty and are
dank. I understand that silica gel is no longer recommended. Are there
any other alternative available?
